According to the Philippine Daily Inquirer newspaper reported on October 10, the Philippine National lowering Disaster Risk Committee announced, the Philippines For Bicol Island, Eastern Visayas and caraga set "no-fly","no-fly" zone to protect against South Korea to launch satellite on October 26.

According to reports, South Korea in 2009, the first attempt to launch a satellite, KSLV-1 tried to enter orbit, but a mechanical failure makes the satellite failed to enter orbit. Second launch mission failed due to the explosion of the rocket in flight.
